Jaygarcia Saturn Sei

A member of the Gorosei, the de jure rulers of the World Government. In reality, the Gorosei answer to the world's sovereign: Imu. Out of the Gorosei, he has the most lines on introduction. He showed regret during the Ohara incident, and found Vegapunk's refutation of the World Government's authority to be a matter of shame.
